  • Accountability: Breaches of procedure are addressed and reported appropriately.

These include:

  • What services we investigate
  • How we allocate resources
  • When we publish reports or make recommendations
  • Whether to conduct Enter & View visits
  • Decisions about subcontracting or new projects

Decision Making Policy

To ensure we focus on the most impactful work, we use a To ensure we focus on the most impactful work, we use a Prioritisation Matrix to score potential priorities. This helps us evaluate each initiative against a set of clear, strategic criteria.

Scoring Criteria:

Each priority is scored from 1 (low) to 5 (high) across the following factors:

  1. Relevance to Our Role
  2. Public Interest
  3. Potential for Impact
  4. Need for HWS Involvement
  5. Risk Management
  6. Resource Requirements
  7. Strategic Alignment

This framework ensures that our limited resources are used where they can make the biggest difference.


Annual Review & Continuous Improvement

Both our decision-making policy and prioritisation framework are reviewed annually by our Advisory Board to ensure they remain effective, inclusive, and aligned with our strategic goals.
